Self implemented electric rates must be accountable, accurate and equitable. We believe some modifications are appropriate. First, overcharges should be returned to primary customers in an equitable manner on a per-customer basis. Second, we call on the MPSC to require utilities who self implement electric rates to follow a cost allocation and rate design in a manner consistent with the proposed final rates.
