Improve Rule-making Process
The promulgation of rules in the DEQ takes far too long and lacks a consistent process from division to division.The ORR has created a special Review Committee to look at the present Administrative Procedures Act (APA) and recommend changes to Michigan’s Rulemaking Process. These recommendations should improve the efficiency of the process and ensure stakeholder involvement. MMA supports this effort and looks forward to implementing the recommended changes to improve the regulatory process in 2013.
 

Update


Since 2011 the Office of Regulatory Reinvention (ORR) has been conducting reviews of the rules and regulations used by various state departments. In late 2012 a committee was appointed by ORR to review the basic law that governs the rulemaking process; the Administrative Procedures Act (APA). This act had not been reviewed since it was enacted back in 1969. The review committee has been meeting weekly since September of 2012 and should make recommendations to the Governor in early summer of 2013.
