While some gains have been made over the last decade in reducing the total cost of government, Michigan’s budget deficit for fiscal year 2012 is projected to be $1.42 billion. The causes are many, so there must be multiple solutions to the problem. Establishing a system of programmatic measures and benchmarking goals will go a long way toward identifying problems and possible solutions. With a widening gap between state operational costs and anticipated revenues, MMA’s agenda for legislative and regulatory reform suggests specific ways to reduce costs so the state can live within its means.
