Background: Like any manufacturing operation, efficiency improvements can be found to increase productivity and reduce costs. In 2005 a successful process efficiency review reduced air permit review times by 66 percent. Every program in state government should implement efficiency program mechanisms. Some argue there is a cost to implementing these programs, but it is our view that the cost of not implementing efficiency programs is far greater.
