Tool and Die Recovery Zone — Commonly Asked Questions and Answers

Who qualifies?
  • Companies with fewer than 75 employees.
  • Companies that are classified as one of five North American Industry Classification System (NAICS) codes: 333511, 333512, 333513, 333514 or 333515.
  • Must have resolution passed by local unit of government giving permission to forgo taxes for up to 15 years.
  • Once a company is qualified it must be part of a collaborative of other like companies.
How do I check my NAICS code to see if I qualify?
  • The NAICS code is collected at the time a business is established.
  • It is used by the Census Bureau to help identify companies’ operations.
  • Your accountant may have your NAICS code on record.
  • Visit the U.S. Census Web site.
  • Call “Dr. NAICS” at 1-888-756-2427.
What taxes would be waived if my company is approved for a collaborative?
  • Property taxes
  • Personal Property Taxes
  • Single Business Taxes
  • Local school millage
  • Community college millage
  • Library millage
  • County taxes
  • Local taxes
Would the State reimburse my local community for any taxes it waives?
  • The State would reimburse the school, Intermediate School District, Community College and Library millages .
  • The State would not replace the tax revenue lost to your local unit of government or county.
Why would my local unit of government want to do this?

To help your business maintain its present workforce and to aid your growth so that more jobs are created.

What can I do to see if my local officials would go along with this idea?

Talk to your city or township officers, local economic development director or the council attorney to find out if they have done something like this in the past or would be open to the idea.
